NCJLA Girls Information:

The Girls Program is divided into the following divisions: High School (9th-12th grades), A1 (7th-8th), A2 (7th-8th), B (5th-6th), and D (3rd-4th). The girls program has experienced dramatic growth over the past five years. In 2008, we are estimating that the league will support 80 girls teams, which is 40% growth from 2007. We would like to thank all of the coaches and clubs who have contributed to this success.

Important items to Note –

-Dues for Each Team for the 2008 Season are $400.
-The Dues for the 2009 Season will increase to $450 across the board.
-Registration opens 11/1, register your teams thru sPortability.
-DECEMBER 1 is the last day of NCJLA Registration.
-DECEMBER 31 is the cut-off for adding or dropping a registered team; ($300 fine for any late changes after 12/31).
-At least One Parent from Each Team is Required to go thru Umpire Training and assist the league this season.
-Adult Umpire Training will be held in Late January/Early February, host dates TBD.
-One Rule Change at the A1 Level, stopped clock in the last two minutes of a game.
-All coaches are Required to complete U.S. Lacrosse Level 1 Coaches Training and PCA Training, host dates TBD.

2008 NCJLA Rules and U.S. Women’s Lacrosse Updates

2008 U.S. Women’s Lacrosse Updates/Rule Clarifications:

Rule 2 – Equipment and Uniforms

Section 8 – Beginning with the 2009 season the mouthpiece shall be of any readily visible color other than clear or white. This currently applies to only NFHS affiliated schools.

Section 12 – Added that the goalie may also wear pants/shorts that are gray in color.

Rule 3 – Game Personnel

Section 11 – Added as one of the duties of the official scorer that they must notify the umpire when a fourth card is given to the same team.

Rule 4 – Time Factors and Scoring

Section 1 – When the 10-goal rule is in effect no time out will be called for a redraw. [Other sections in the book will also be re-worded to reflect this change.]

Rule 5 – Play of the Game

Section 11 – If the goalkeeper who is still in her goal circle is the closest to the ball when it crosses the boundary, she will be awarded the ball and can remain in her circle to restart play. This will now be consistent with what happens when the goalie is closest when a shot goes out of bounds.

Section 15 – This section was changed to allow the shooter to follow through with her stick over the goal circle on a shot and to allow the player directly defending the shooter to also have her stick over the goal circle. This change will NOT be in effect for Youth level play and a specific foul for being in the goal circle (body or stick) has been added to the Youth Rules.

Rule 6 – Fouls

Section 1.g – Added another example to illustrate illegal use of the crosse – lowering the head of the crosse below the shoulder AND initiating crosse to body contact.

Section 2.f – Reworded the body ball foul – player may not allow any part of her body to deliberately impede, accelerate or change the direction of the ball. We will no longer focus on "distinct advantage".

Rule 7 – Penalty Administration

Section 29-31 – In an effort to clarify the section on cards a number of changes have been made to the wording in these sections. Two yellow cards to any player will signify that she is to be removed from participation in that game, and the reference to a red card has been removed. A red card will now be indicative of a flagrant foul or misconduct that calls for immediate removal from the game. Changes will also be made in Rule 8 – Definition of Terms to reflect this rewording.

Coaches’ Conduct: All coaches should have their PCA Cards with them at all times. If a coach acts inappropriately on the field, the umpire shall verbally warn the coach. If poor conduct continues, the coach can receive a yellow card and, if it escalates further, a red card. If any red cards are issued to a coach, please contact the coaches’ liaison and the girls commissioner.

§ The NCJLA’s Code of Conduct states that if a player or coach is ejected from a game by an umpire, the coach or player must leave the field and shall not be allowed back for the next game. This rule also states that it is in the discretion of the Commissioner of that division or league to suspend the person in violation from games, until the Commissioner deems they are reinstated. The club that has a coach or player in violation must also submit, in writing, an explanation of how the violation occurred and what steps the club is taking to prevent this behavior in the future.

§ The Coaches’ area extends from their own team’s side of the score table to the end line on their side of the table. Coaches in the NCJLA are not allowed on the opposing team’s side from the opposing team’s side of the score table to their end line.

Junior A1:

A1 is the most competitive team in the Junior’s league. It is primarily made up of experienced 7th and 8th graders. Younger players may be on the A1 team at the discretion of the coach.

Game Length: 20 minute running halves with 1 time out per team, per half after a goal. Halftime is 5 minutes long.

Forfeit: If a team cannot attend a game, it must give the other team 48 hours notice or it will be considered a Forfeit. The minimum number of players needed to play a regulation game is 9 players including the Goalie.

Modified Checking: Any check that is down, away and below the shoulder is considered legal. Any checking above the shoulder is a Major foul. The ball is awarded to the attack and the defender that committed the foul goes 4m behind.

3 Second Rule (for good defense): If a player has her stick in a checkable position above the shoulders and a defender is playing stick side for 3 seconds without the offender changing her stick to an uncheckable position, then it is a minor foul and the ball is awarded to the defender. The attacker that committed the foul goes 4 m to the side.

4 Goal Differential: When one team is winning by 4 or more goals, instead of a draw after a goal, the ball is awarded to the losing team and the winning team’s center is set at a 45 degree angle in front of the girl with the ball (not behind). This is an indirect free position and the girl awarded the ball may not score, but must pass the ball off before a goal may be scored.

2 Minute Stopped Clock Rule: In the last two minutes of a game, the clock will stop on every whistle.

Junior A2:

A2 is a developmental team in the Junior’s league that is primarily made up of less-experienced 7th and 8th graders. Younger players may be on the team at the discretion of the coach. The goal of the A2 level is to develop skills and team play.

Rules are exactly the same as the A1 Division, except No 2 Minute Stopped Clock Rule.

Junior B:

B is a developmental team in the Junior’s league that is primarily made up of experienced and less-experienced 5th and 6th graders. Younger players may be on the team at the discretion of the coach. The goal of this level is to develop skills and team play.

Game Length: See above rule for Junior A1

Forfeit: See above rule for Junior A1

Modified Checking: There is no checking at this level.

3 Second Rule (for good defense): See above rule for Junior A1

3 Pass Rule: Off the draw or from a change in possession, a team must pass (passes do not need to be completed), 3 times before a goal may be scored. Attempting to score prior to 3 attempted passes results in a minor foul and a change in possession. The goalie will receive the ball and the attacking player will be placed at the 12m goal line extended. If the team loses possession of the ball during the 3 pass count, the count shall restart. If the ball is dropped and the opposing team does not gain possession of the ball, then the count remains until possession is lost or a goal is scored. If a girl is awarded a free position after a major foul has occurred in the 8m arc and the 3 passes have been attempted, the player does not have to pass 3 times, but can shoot on goal

4 Goal Differential: See above rule for Junior A1

Junior D:

D is a developmental team in the Junior’s league and is comprised of primarily experienced and less-experienced 3rd and 4th graders. The goal of this level is to develop skills and team play.

Game Length: See above rule for Junior A1

Forfeit: See above rule for Junior A1

Modified Checking: There is no checking at this level.

3 Second Rule (for good defense): See above rule for Junior A1

3 Pass Rule: See above rule for Junior B, with the exception of the free position part as there are no free positions awarded at this level.

Free Position on Goal: There will be no free position on goal even if a major foul is committed in the 8m arc. For any foul below the 12m, it will always be an indirect shot requiring a pass or touch of the ball by the same team before it can be shot.

4 Goal Differential: See above rule for Junior A1

Coaches’ Conduct: Coaches may come on the field only after a goal is scored for up to 1 minute to coach players and place them in correct positions.
